With the deepening of reform, functionality of our government departments undergoes apparent changes: from administrator to Management services provider and finally to services provider.
The changes drive government institutions into using information technology in its Management and services to restructure and optimize government organizational structure and work procedures that surpasses the confinement of time, space and division of departments so as to create a streamlined, effective, clean and fair government operational model.
Government in the new ear shall keep government information open and transparent, offer online services and improve work efficiency; therefore government institutions ask new requirements on electronic government network systems:
- Network Reliability: Electronic Government enables government to publicize on information through external network; meanwhile government allows some services to be processed online, e.g. passport application and corporate registration inquiry offered by Management for Industry & Commerce. No fault is allowed in these public services;
- Network Reliability: government service functions are becoming more and more complex and system flow much bigger, which demands fast response while guaranteeing visits;
- Network Security: government is adding new applications to its services, which will bring some potential risks since data in transmission may carry some sensitive information, so more consideration shall be given to guaranteeing sensitive information on server.
